EXIM Chairman Testifies Before Congress on Bank Reauthorization

 

EXIM Chairman John Jovanovic appeared before the House Financial Services Committee on March 18, 2026, to address the Bank’s upcoming reauthorization. His testimony made clear that EXIM has evolved beyond its traditional role as an export credit agency, positioning itself as a strategic economic tool aimed at rebuilding American industry and securing domestic supply chains.

Jovanovic pointed to a growing pipeline of over $71 billion in active transactions across critical minerals, nuclear energy, and advanced manufacturing — work he says is on pace to support more American jobs than any prior year in the Bank’s nine-decade history. He also noted that EXIM has returned nearly $10 billion to the U.S. Treasury since current accounting rules were introduced, while maintaining default rates below the private sector average.

Looking ahead, Jovanovic urged Congress to approve a ten-year reauthorization, restore longstanding risk management practices, and grant the Bank greater hiring flexibility to handle increasingly complex international transactions.
